East Memphis women’s clinic closes its doors as doctor faces indictment for fraud, sexual misconduct

MEMPHIS, Tenn. (WMC) – An East Memphis women’s clinic has closed its doors as its doctor faces indictment on multiple charges.

It was learned this week that a court-ordered search warrant was carried out by the FBI at an East Memphis women’s clinic last April.

A federal 23-count indictment that became unsealed Friday accuses Dr. Sanjeev Kumar of coercing at least four women to travel to Memphis to perform illegal sex acts between September 2019 and June 2024.

It also accuses him of conducting unnecessary medical procedures, reusing disposable medical devices, not sterilizing equipment, and falsely billing insurance programs like Medicare and Medicaid.

Dr. Kumar operates the Poplar Avenue Clinic – Women’s Health and Med Spa at 6584 Poplar Avenue.

On April 16, 2024, the FBI raided the clinic in search of evidence relating to this indictment.

A federal grand jury alleges Dr. Kumar and his staff did not properly clean, sanitize and/or sterilize tools that are used to examine patients’ uteruses for years.

The document explains that these devices “routinely contacted human tissue, discharge, and blood.”

Dr. Kumar is also accused of regularly submitting claims to Medicare, Medicaid, and other health care benefit programs that were not medically necessary and/or were performed using devices that did not comply with FDA regulations.

The East Memphis doctor also allegedly enticed four people to cross state lines on multiple occasions with the intent to engage in sex acts.

Dr. Kumar faces:

  • Four counts of enticement and inducement to travel to engage in illegal sex acts
  • Five counts of adulteration of single-use devices
  • Three counts of misbranding of reprocessed single-use devices
  • One count of adulteration of hysteroscopes cleared for reprocessing
  • And ten counts of healthcare fraud

If convicted of his sexual offenses, Dr. Kumar faces a maximum penalty of 20 years imprisonment, a $250,000 fine, and at least five years of supervised release.

Each count for the misuse of medical devices carries a maximum penalty of three years of imprisonment, a $10,000 fine, and supervised release for up to one year.

And each count of healthcare fraud carries a maximum penalty of 20 years imprisonment, a $250,000 fine, and no more than three years of supervised release.

The Federal Bureau of Investigation is seeking the public’s assistance in identifying potential victims of Dr. Sanjeev Kumar, who was arrested and charged with enticing and inducing four victims to travel interstate to engage in illegal sexual activity, adulteration of medical devices, misbranding of reprocessed single-use devices, and health care fraud.
